The Kaikoura Housing Recovery Temporary Accommodation Village opened yesterday (Saturday, April 28, 2018), giving residents undertaking earthquake repair or rebuild work much needed access to temporary accommodation.
The seven-unit village will be a temporary ‘home away from home’ for households affected by the November 2016 Kaikoura earthquake, while their house is repaired or rebuilt.
This is an important step for Kaikoura’s recovery, allowing people to stay connected with their community during their rebuild, where they might otherwise have had to move away from the area to find suitable accommodation.
Temporary Accommodation Service (TAS) of the Ministry of Business, Innovation and Employment (MBIE) received over 440 registrations for temporary accommodation following the November 2016 earthquake – over half these are from the Kaikoura area.
Fifty-one households have already applied to stay at the village and TAS is working through applications to confirm tenancies, however this shouldn’t stop others from applying.
Kaikoura District Mayor Winston Gray said that the region has had a severe shortage of undamaged housing stock since the Earthquake.
“We are excited to see this temporary village becoming operational. It will prove extremely helpful in assisting residents in our community to progress their personal housing rebuild and get back to normality,” he said.
The village on Beach Road is made up of seven self-contained, two bedroom portable units, each with a deck, a small fenced yard and sealed driveways.
TAS provided the portable units and funded the infrastructure works, and Kaikoura District Council provided the Beach Road land, and waived consenting fees.

Some information on TAS
The Temporary Accommodation Service (TAS) and Kaikoura District Council (KDC) have partnered to establish a housing recovery temporary accommodation village in Kaikoura.
The Village is for individuals and households (homeowners and renters) who need a temporary place to stay while their home is repaired or rebuilt.
We expect the village to operate until June 30, 2020.
Thereafter, the village will be decommissioned or repurposed, depending on housing needs at the time.
Eligibility criteria Applicants are required to provide following information: 1. Confirmation your home has earthquake damage and must be vacated for repair or rebuild work to be completed (i.e. insurance letter) 2. Confirmation you are the current legal owner or tenant of the earthquake damaged home (i.e. Rates Notice or Title Certificate/ Residential Tenancy Agreement) 3. Confirmation of the provisional start and estimated end date (i.e. builder contract) for repair or rebuild work 4. Confirmation from your landlord that you will return to the earthquake damaged home after repairs have been completed (for tenants) 5. A copy of the approved building consent document (if applicable) 6. Confirmation of dog registration (if applicable)
Seven two-bedroom portable units make-up the village.
The cabins are 12 m x 3 m, are self-contained and include a kitchenette, an en-suite style bathroom and furnishings.
Each unit will have a small deck to extend the living space.
Parking will be provided for two vehicles per lot, and each unit will have a small fenced yard, clothesline and letterbox.
Village tenancies are set up using a standard Residential Tenancy Agreement.
Residents (The Tenant) and the landlord are required to sign the agreement, and comply with the Residential Tenancies Act.
Rent is $225 per week, payable in advance each fortnight. Bond is two weeks’ rent equivalent ($450) to be paid before the tenancy commences.
